Interview with the political scientist Atilio Boron
by Manola Romalo
Atilio Boron is Professor of Political Theory at the Faculty of Social Sciences at the university of Buenos Aires and researcher at the National Council of `scientific investigations and Technology (CONICET) of Argentina`. He directs the Latin American Programme `s distance education and social sciences (PLED). In 2009 he won the Prix de l `UNESCO José Martí. Author of numerous books including the newest, in collaboration with Andrea V. Vlahušić: "The dark side of` Empire. Violation of Human Rights by the United States, "(Ed. Luxemburg, Buenos Aires.)
Fidel Castro between you strong bonds of friendship, you are invited after the symposium "L` Latin America and the Carib: the independence of cities and ` emancipatory integration "of Havana (22-24 November) with other, intellectuals, at a luncheon. Among other things, you talked about the planned changes in economy of Cuba. What will be the main issues?
Je faisais allusion à une série de documents all of which indicates the difficulties of the `North American empire to survive without giving up the privileges it enjoyed during the past fifty years. Everything indicates that this world has disappeared and the `current polluted rivals and competitors that can interfere in the projects of the United States. Consequently, the country must prepare for a long period of wars to preserve a part - not all - of the influence that `` it has maintained since the end of the Second World War.
Although the Secretary of State Hillary Clinton asked his ambassadors `spy` s important politicians, to have provided some 250,000 documents in five newspapers neoliberals, the United States and its European allies accuse Wikileaks of "putting endanger international diplomacy. "What kind of diplomacy` s work?
The accusations of the United States and its European political clientele are completely lacking in substance. Wikileaks has revealed that up to now has `little importance, except: a) submit proof that the Washington headquarters of the Organisation of the United Nations in New York and probably the private residence of its Secretary General to illegal spying, which is a very serious breach of security and international legality. This incident was reported by only a few land of Latin America but in Europe `s disgrace, by any of his governments. L `Europe and betrayed his condition heiress` s `` s teaching on Immanuel Kant `s legal order that should govern the planet.
Conference entitled "Danger in the Andes" which took place on Capitol Hill in Washington on Nov. 17, brought together members of Congress, Republicans and Democrats to terrorists Latin American and Cuban, among other things, financed coups in Venezuela, Bolivia , Honduras, Ecuador and attacks against Cuba. What significance has this conference for the country `s ALBA (1)?
This meeting clearly set out - not only for the country `s ALBA, but for any man or woman of good desire - the very serious threat to the `Latin America and the Caribbean where known terrorists and their political representatives and financial (such as institutions of` extreme right National Endowment for Democracy, International Republican Institute or the Hudson Institute, MR ) meet at the headquarters of the Congress of the United States to exchange views and experiences on best ways to end the region's democratic governments. S `there were any justice in the U.S., much of these characters should be behind bars, accused of complicity or to` the glorification of violence and in some case `s murder. Faced with this moral degradation of the `Empire, the country` s ALBA and all the other `s Latin America, must be extremely careful about the attempted coup d` state test or destabilization of separatism encouraged by Washington and right sectors of the most reactionary of our country. Mindful also of the complicity of some European countries prefer to divert their eyes to facts repugnant to the conscience universal humanist, who once gave the brightest representatives of European culture.
While "the neoliberal scourge" - which you made an incisive analysis in your paper "Socialism of the XXI Century" (2) - `imposed by the European Union since the fall of the Berlin Wall , millions of impoverished citizens, the revolutionary governments of Venezuela, Bolivia, Ecuador `s and Nicaragua and their peoples, introduce political reforms unprecedented in their history. What roadmap follow?
I think the key lies in the fact that these governments decided to turn away completely from the neoliberal economic recipes which have spread misery and tragedy in the land of Latin America and the Caribbean. The book `s President Rafael Correa Ecuador, entitled" Ecuador. D `a Banana Republic to a Non-Republic" is an extraordinary synthesis of what these policies have destroyed. They have destroyed our economy, our resources were looted, have transferred the wealth of our country in great financial capital and its allies and impoverished the middle class, reducing the popular sectors to the needy. Leaders "Bolivarian" had `s` s intelligence and courage to fight against entrenched interests, simply place the economy at the service of society, meticulously cross-check the privileges of the market and, importantly, to disobey the advice of major international bureaucracies such IMF (International Monetary Fund), WB (World Bank) the IDB (International Development), who masterminded the looting of our country. Increasingly, these great leaders have strengthened the protagonists of the masses, instead of sending people home. They perfected the democratic institutions in introducing many referendums as plebiscites, referenda, elections of office revocations. In this way, as a president Rafael Correa has called - and won - six national elections in four years! Hugo Chavez summoned sixteen general elections in eleven years and won `fifteen of them. Most of Evo Morales `s apparent that Correa. European governing what is reaching such a degree of legitimacy? The popular press described, however, these rulers of Latin America `s" dictators "or, in the best cases," d `authoritarian '.
We have seen with surprise and embarrassment how the IMF - which during the decades do not mix `s European Policy - appears now to the governments of Greece and Ireland` s Spain `s what they` do. Invariably at the service of big capital and their financial transnational oligopolies, revenue perverse IMF have been applied in Latin America with catastrophic results. We find it hard to believe that the peoples of Europe `agree to abide by the mandate of the IMF. But their governments have abdicated any claim to sovereignty and the unique thing they are willing to submit, is to kneel `s Before the demands of the large financial capital.
